ICEBlock app: Fast facts

  • ICEBlock is a free iPhone app that generates the locations of nearby Immigration and Customs Enforcement (ICE) officers based on user reports.
  • The app's interface shows a map with the live location of ICE officers within 5 miles of your current location.
  • ICEBlock previously only had around 20,000 users, but recent attacks by Trump administration officials have rapidly spread its use.
  • Government officials claim the app is dangerous to law enforcement and potentially illegal, while its creator hopes it will help users avoid physical confrontations with ICE officers.

ICEBlock is a free iPhone app that alerts users to nearby ICE sightings. It generates user-submitted reports to create a live map of immigration enforcement activity within a five-mile radius of your location. The app previously had around 20,000 active users, most of whom were located in regions around Los Angeles, California. However, in the wake of a CNN report and Trump administration attacks on the app, its download numbers have exploded. ICEBlock is currently the most popular free social app on the App Store.

Trump administration officials claim the app interferes with ICE operations and endangers federal officers. They argue that providing the live location of ICE personnel is dangerous, as officers have faced higher rates of assault since the administration's widespread crackdown on illegal immigration began earlier this year. Department of Homeland Security Secretary Kristi Noem even stated that the Department of Justice may prosecute CNN for its reporting on the app and its creator

In a statement, CNN claimed it had done nothing wrong in its reporting. Additionally, Joshua Aaron—ICEBlock's creator—also maintains that the app is designed to help people avoid violent confrontations with ICE, and not to be used as a way to target officers.

ICEBlock provides a live map of surrounding ICE activity by crowdsourcing user-generated reports. For each reported sighting, users can add the location and other details to their submission. The app only works within a five-mile radius of a user's location. Additionally, there is a five-minute cool-down period after reports to prevent spamming.

When a new report is submitted, the app automatically sends a push notification to local users' iPhones, warning them of ICE activity.

ICEBlock collects no user data according to the App Store. The app's developer has also stated it doesn't collect device IDs or IP addresses, and only uses location information to generate reports and send warnings. This means reports are essentially anonymous, making it difficult for the authorities to track or crack down on users. Issues with how Android collects and stores personal information are also why the app is currently limited to iOS.

It should also be noted that the app is only to be used for information and notification purposes. Within the app's guide, the app's developer wrote ICEBlock "is not to be used for the purposes of inciting violence or interfering with law enforcement."

Trump administration reactions

In response to the app's growing use, Trump administration officials have noted that ICEBlock's live location features could pose a threat to federal immigration officers. Bad actors could potentially use it to track and attack officers. As ICE operations have scaled up across the nation, officers have faced increased rates of assault. Additionally, they argue that the app is illegal and interferes with law enforcement operations since it helps potential criminals avoid arrest.

Multiple officials have suggested prosecuting users and even news outlets that report on the app, since coverage has the potential to widen its usage. Department of Homeland Security Secretary Kristi Noem recently stated that the Department of Justice may attempt to criminally prosecute CNN for its interview with the app's creator and report on the app itself.

CNN has maintained it did nothing wrong. The network put out a statement reading, "This is an app that is publicly available to any iPhone user who wants to download it. There is nothing illegal about reporting the existence of this or any other app, nor does such reporting constitute promotion or other endorsement of the app by CNN."

Additionally, there has been no evidence provided by the administration that the app has been used to target ICE officers for attack.

The future of ICEBlock

The long-term future of ICEBlock is unclear as the app is certain to face more scrutiny and potential lawsuits. However, it has seen a surge in download activity in the wake of the Trump administration's attacks. ICEBlock is now one of the top free apps on the App Store.

While it had a relatively small userbase of 20,000 in the Los Angeles area when CNN's initial report dropped, it's likely much larger now that statements from officials such as Noem, Border Czar Tom Homan, and White House press secretary Karoline Leavitt have gone viral.

Despite objections from the Trump administration and threats of legal prosecution, ICEBlock currently remains functional and available for download from the App Store for new users
